Hai` Mar M, all <br />Dear City Council Member: <br />I <br />am confacting you regarding Gateway Washington's (Har Mar Mail) PUD Amendment, <br />application that 'is on the schedule for November 26 pertaining to the redevelopnient of <br />the Firestone Outlot. The proposal is to demolish the Firestone Building and replace it <br />w itli a new, modern, buildhig re iniscent of ffie changes that are being completed on the <br />exterior of the Marshall's space., In addition to the new building, this project Will include <br />adding all'underground storm water retention system, landscaping improvements, figliting <br />iniprovements, parking layout improvements, and improving the entrance to the Center at <br />the controlled entrance across from, Target. We are close to having wor1ced out the details <br />,on a lease wi W th ail tip-scale resta-grant user who will lease 3300 square feet of the + <br />foot building. The restaurant operator will be a great addition to Har Mar Mall, as <br />well as, the area. The remaining 3,300 square feet of the new building will. likely be <br />leased to two other retail tenants. <br />This project was approired by tho Plaraiing C uiiission but, with the restriction of closing <br />our western-most exit to eastbound Comity Road 13. Currently, this erarance/exit 'is a <br />right "in and right-out, City Engineer Bloom is concerned with traffic leaving Har Mar <br />(right -out traveling east on Couoty Road B and making a U-turn at the controlled <br />intersection at the entrance to Target to go west on County Road B. Note that U-Tullis <br />are allowed at this intersection 78% of the time during the week. This action is only <br />restricted from I 1 -.00 am to 1:00 pm and from 4:00 pm to 6:00 pmMODday through <br />Friday. , There is no U-turn restriction on Saturday or Sunday. We were told that we bad <br />to close our right-out exit to County Road B beicausle these U-Turns were a' safety'issue <br />(althiough we are not aware of any accidents at this intersect' on arising from an <br />I y illegal <br />U-turns) and that with the rcdevelopment'of our Oifflot Site we will be addmg cars to the <br />0 0 <br />intersection. We agree witli City Engineer Bloom that we do antic" <br />I pate. With 11 pgraded <br />tenants at the I building, that there will lies r: additional vellicles using the <br />controlled intersection. (our traffic study .projects that increase to be 24% on weekdays <br />anid,5.2% on weekends). However, we strongly disagree with Ms. Bloom that those <br />additional turns present even a irinimal saBety issue. Two points in particular support our <br />perspective, First, not a single one of these additional trips willin any way conflict with <br />any viehicles performing a U-tu'rn. Setond, the change of the patrons of tile new building <br />creating additional U-tuiiis. seems remot at best. Any patro�n parking by the new <br />builiding would have to bypass ftie controlled exit and travel to the driveway III <br />I V <br />
