MAR SHOPPING CENTER TRAFFIC STUDY REVIEW SUPPLEMENT <br />As requested, we have completed a review of Went Associates Supplemental Traffic Review for <br />Proposed Outlot 81 Concept PUDfor Har Mar Shloppilng Center dated November 15, 2007. The <br />purpose of this mlemoriandum is to' further communicate our position regaraing closure of the <br />right-lout access into County Road B between Snelling Avenue and the Har Mar Northeast <br />Access. <br />.1111111 �1 <br />, � ALI :vli, OMMAIW <br />z - 21-, ''' T * <br />In our Har Mar Shopping Center Traffic Study Review memorandum dated October 29, 2007, <br />SRF recommended the closure of the right -in/right-lout (RIRO) access onto County Road B <br />between Snelling Avenue, and the Har Mar Northeast Access. This was further substantiated by <br />our recommendation to condition the concept PUD approval based on the applicant agreeing to <br />close this access,. The City of Roseville modified. this recommendation from a complete access <br />closure to a partial closure, restricting the existing access to a right-in only. <br />Much of this disc ussio''h is due to the occurrence ,of u- errs at the signalized intersection of <br />,County Road Bomar Mar Northeast Access. There are existing restrictions on the time of day <br />that u-turns are allowed at this intersection, U-tars are restricted from I I a.m. to I p.m. and <br />4 p.m. to 6 p.m., Monday through Friday. Certain developments on the north side of County <br />Road B rely on this u-turn movement for a portion of their customers to gain access.
