lls1Spvq+-J� <br />REQUEST FOR COUNCIL ACTION <br />Department Approval <br />Date.- August 11, 2008 <br />Item No..- 7.e <br />City Manager Approval <br />Item Description.- FIRE DEPARTMENT JOINT POWERS AGREEMENT <br />reTWE <br />2 The City of St. Paul will host the 2008 Republican National Convention (RNC) September 1 <br />3 through, September 4, 2008. Due to the magnitude of this event, there is an increased likelihood <br />4 of the St. Paul Fire Department needing assistance from outside agencies. The St. Paul Fire <br />5 Department has prepared a Joint Powers Agreement (JPA) that is has requested other agencies to <br />6 sign. The JPA (Attachment A) formally acknowledges the assistance provided by the outside <br />"7 agencies and the responsibilities of each unit of government. <br />Fire Departments recognize there are circumstances where the assistance of other governmental <br />9 units is important in effectively and efficiently mitigating a hazardous situation. Currently the <br />I ('-) City of Roseville Fire Department is a part of several mutual aid agreements including the <br />"I'll Capitol City Regional Firefighter's Association Fire Service Agreement (Attachment B) which <br />12 St. Paul is also a part of The City Council approved the renewal of this agreement in 2007. <br />13 These agreements are designed to provide resources from other Governmental Units upon the <br />14 request of a local jurisdiction. St. Paul has requested suburban fire agencies enter into this JPA <br />I to provide more specific terms for reimbursement of services during the RNC. St. Paul Fire <br />16 Department and Roseville Fire Department are currently obligated by the Capitol City Regional <br />I ��7 Firefighter's Association Fire Service Agreement to provide these services, the JPA and Capitol <br />I City Regional Firefi ghter's Association Fire Service Agreement agreements are similar in text <br />19 with the only significant variance being the terms of reimbursement which will be discussed <br />20 further under Financial Impacts. <br />2 1 POLICY OBJECTIVE <br />22 The St. Paul Fire Department has developed and submitted a JPA to local fire departments who <br />23 may be called upon to provide assistance during the RNC. The fire department has been <br />24 afforded the time and opportunity to review the JPA and ask clarifying questions directly to the <br />25 St. Paul Fire Department. <br />26 The City Attorney has reviewed and approved the JPA noting the only variation between the <br />27 current Capitol City Regional Firefi ghter's Association Fire Service Agreement and the <br />28 proposed JPA are the terms of reimbursement. <br />Page I of 2 <br />
