Of legal services to the city (City Attorney & City Prosecutor positions). This <br />memorandum will attempt to answer the quesitions posed, and provide additional insight <br />into the development of the recommendation. <br />r <br />Because the scope of a professional services contract cannot be made sufficiently precise <br />4 <br />to make a selection based solely on price, proposals are typically used. Proposals are <br />then, evaluated based upon price and other factors, where the scope of services and the <br />(�irice proposed by the vendor are subject to negotiation. <br />in deterniming a. lowest responsible proposer', the City should consider: <br />A. The ability, capacitv and skill of the proposer to adequately perforin the contract or <br />provide the service required. <br />B. Whether the proposer can perfonTi the contract or provide the service promptly or <br />within the time specified without delay or interference. <br />I I A <br />C. The experience, efficiency, character, integrity, reputation and judgment of the <br />proposer'. <br />Di. The quality of perfonnance of previous contracts, or services. <br />E. The previous and existing compliance by the proposer with laws and ordinances <br />relating to the contract. or service. <br />F. Whether there are any identiliable financial concierris relating to the proposer. <br />
