M.S. 162.14 provides <br />1 for municipalities to make advances from future year's MSS allocations for the purpose of <br />16 expediting construction. This process not only helps reduce the construction fund balance, but <br />1 7 also allows municipalities to fund projects that may be delayed due to funding shortages. In <br />1 order to advance encumber MSA dollars to ensure we have adequate funding for this level of <br />19 MSS construction,, the City needs to make a formal request to the State Aid Engineer.
