Department Approval <br />IJS�kSPaC+E <br />NEQUEST FOR, COUNCIL ACTION <br />Date: November 17, 2008 <br />Item No.: 12.b <br />City Manager Approval <br />Item Description: Roseville Fire Relief Request to Approve Bylaw Change for 5-year Vesting <br />1 ACKGROUND <br />2 At the January 28, 2007 annual meeting of the Roseville Fire Relief Association, the <br />1 3 membership voted and approved a bylaw change to reduce the minimum vesting period from ten <br />4111 (10) years to five (5) years (bylaw sections 44A and 64 #7). Action on this item was subsequently <br />5 held until such time the Association could complete an actuarial study of the financial impact of this <br />6 proposed change. <br />7 POLICY OBJECTIVE <br />8 Pursuant to Relief Association bylaws, amendments to the bylaws must be approved by the <br />Roseville City Council. <br />1 FINANCIAL IMPACTS <br />1 � An actuarial study was completed in 2008, revealing the financial impact of this change would <br />1� 2 be negligible, increasing unfunded actuarial accrued liability by $1,387. <br />1� 3 STAFF RECOMMENDATION <br />1� 1111 It can take a firefighter three years to obtain the training necessary to be a productive contributor <br />1� 5 to the department. Allowing five-year vesting could serve as an enticement for employees to <br />1� 6 leave the department prior to our community earning the full benefit of the investment made in <br />1� 7 their training and development. For this reason, it is the recommendation of Fire Administration <br />1 f that the Council deny this change to the bylaws and keep the vesting period at 10 years. <br />REQUESTED COUNCIL ACTION <br />2r), The Fire Relief Association is requesting that the Council, adopt the attached resolution <br />2 1 approving changes in the Roseville Fire Department Relief Association bylaws. <br />22 <br />Page I of 3 <br />
