IJS�kSPaC+E <br />NEQUEST FOR, COUNCIL ACTION <br />Department Approval <br />1 <br />Date: 11/10/08 <br />Item No.: 7.g <br />City Manager Approval <br />Item Description: Resolution approving Agency Agreement for preliminary Engineering on <br />the Northeast Suburban Campus Connector Bike Pedestrian Project. <br />2 The six-year federal transportation bill (SAF TEA -LU) enacted in the summer of 2005 <br />1 3 authorized a Non-Motorized Transportation Pilot Program (NTP) in four communities - one of <br />41 which is Minneapolis. Transit for Livable Communities (TLC) was selected by Congress to <br />5 administer the NTP program in Minneapolis and its adjoining communities. Approximately <br />6 $21.5 million was authorized for the period of 2006 through 2010 to increase the number of <br />7 people walking and bicycling while reducing driving. In addition to improvements in the bicycle <br />8 and pedestrian environment funded through this solicitation, the project encompasses education <br />and promotion; the pilot project also includes measurement, evaluation and documentation of <br />1 results. <br />1 � The City of Roseville, Falcon Heights and Lauderdale received full federal funding, $1,078,000 <br />1� 2 from the NTP program to construct the Northeast Suburban Campus Connector (NESCC) . <br />1 The NHS Bike/Pedestrian Project is a 3-mile project that connects Roseville, Falcon Heights <br />1 1111 and Lauderdale to the University of Minnesota transitway. Sidewalks, off-street bike trails, on- <br />1 5 street bike lanes, landscaping and benches will create pleasant, neighborhood - friendly streets. <br />1� 6 This corridor includes Fairview Ave (from Co Rd B-2 to Larpenteur Ave) , Larpenteur Ave <br />1� 7 (between Fairview and Coffman) and Gortner Ave (between Larpenteur and the intercampus <br />1 f: transitway) . <br />In an effort to streamline this process, Mn/DOT uses the Delegated Contract Process (DCP) , that <br />2r), allows local agencies to let and administer construction contracts for Federal Aid projects. <br />2,,i� Through the Delegated Contract Process, Mn/DOT acts as the City's agent to accept federal <br />22 funds for the City. The City designs the project, advertises for bids, administers the contract and <br />23 any supplemental agreements, and processes payments. <br />2,1, At this time, we are just starting the design for this project. Almost 50 people attended our first <br />25 neighborhood information meeting on October 29. Once we have preliminary plans developed <br />26 we will hold an Open House to receive additional feedback. We will bring this project to the <br />27 City Council early in 2009 for final approval and authorization to advertise for construction bids. <br />28 <br />ZZOMA <br />
