BACKGROUND <br />2 At the City Council meeting of 8/11/08, Council discussed a possible electronic communications <br />1 3 policy. City Attorney Scott Anderson offered that he had done an opinion for another client and with <br />41 their permission he would share it with the Council. With their permission, the opinion is attached. <br />5 2.
