Anderson 9/4/2-008 1:55 PM >>> <br />Dear City Manager Malinen: <br />I believe at the meeting of August. 11 the Council had a discussion Item <br />on a possible electronic communications p�ol,icy. During that <br />discussion, the Council touched upon issues relating to Council members <br />communications outside of meetings. I offered that I had done an <br />opinion for another client that touched upon the issue, and that with <br />the permission I would share it with the Council. I believed it was <br />Kandiyohi County., It in fact was Mower County. Today I received <br />permission to share the opinion with Roseville. <br />I am, attaching a, 10 page letter of analysis I provided to Mower County <br />in April of 20017'.. The letter does an analysis of two issues: (1) <br />Governing Body Members Communications with each other outside of <br />Meletings of the governing body: and (2) whether and in what <br />circumstances the Open Meeting Law applies to committees or <br />subcommittees formed by the municipal entit,y. <br />The letter to Mower County had two attachments,, both referenced In the <br />letter. Both are attached hereto. As to the train]"-ng outline I had <br />attached, it was current as of the date of the let-ter. I have not <br />updated that outline, and there have been changes to the law and/or <br />developments not necessarily reflected therein. , <br />Please share these three items with the Council members. They may find <br />the discussion therein helpful as they frame up issues they wish to <br />address in their future, discussions on electronic communications <br />policies. <br />Irz-23 MIG <br />
