RCA—Financial Crimes Services (FCS) <br />Page 2 of 8 <br />I Scheduling of all classes. The training will require 4 hours of class time. Sessions will be held in the City of <br />2 Roseville and/or surrounding cities. These training sessions may be jointly held with other metro communities. <br />3 Class size to not exceed 45 attendees. <br />4 Maintain records of offenders making restitution, payment of fees, attendance records of offenders completing as <br />5 well as failing to attend the training session. <br />6 Maintain records of payment to the victims and City of Roseville fees on a monthly basis. <br />7 Provide reports to the City of Roseville; annual, quarterly, monthly financial revenues, completed offender <br />8 classes,, and related reports as required by the City and law enforcement. <br />9 Offenders who refuse to enroll into the program or fail to complete the program will be reported to the City of <br />10 Roseville for prosecution. <br />11 <br />12 The City of Roseville will be responsible for.- <br />13 <br />14 City Attorney and Police designees will assist FCS in organizing and implementing the restitution program with <br />15 courts and law enforcement personnel. The designee will also provide guidance in publicizing the program to the <br />16 business community. <br />17 City Attorney and Police designees will conduct as needed meetings with key FCS staff to offer procedural <br />18 guidance, evaluate program performance, and provide support and direction. <br />19 City Attorney and Police Department shall implement departmental policies that are consistent with the <br />20 fulfillment of the terms of this Agreement. <br />21 Police designee shall support FCS in reviewing checks received in the program daily that are posted on the web <br />22 site. <br />Proposed Action <br />Allow the Roseville Police Department to enter into a three year agreement with Financial Crimes Services; <br />thereby providing the Roseville Police Department assistance in obtaining records to assist in the investigation <br />and prosecution of individuals issuing worthless check and ensuring that victims (businesses who accepted a <br />dishonored check), are paid full restitution from the offender, and financial education is provided to the first time <br />offender. <br />Financial Implications <br />None. <br />Staff Recommendation <br />The management staff of the Roseville Police Department has reviewed the attached Agreement and is <br />recommending that the Council allow the Roseville Police Department to enter into a three year agreement with <br />I <br />Financial Crimes Services (FCS). <br />Council Action Reguested <br />Authorize the Mayor, City Manager and Police Chief to enter into a three year agreement (Attachment A) with <br />Financial Crimes Services (FCS) to provide the Roseville Police Department assistance in obtaining records to <br />assist in the investigation and prosecution of individuals issuing worthless check and ensuring that victims <br />%1.11 <br />(businesses who accepted a dishonored check) are paid full restitution from the offender, and financial <br />education is provided to the first time offender. <br />
