e C), 400 SITE CHARACTERIS TIC' s/DE VELOPTENT PROPOSAL <br />29 4.1 The approximately 7.3-acre subject properties are currently platted as four parcels, 2990, 2996, <br />30 3008,, and 3010 Cleveland Avenue North,, all of which are owned by United Properties. <br />3 1 Currently three single-family homes are located on 2990 and 2995 Cleveland Avenue. While <br />32 two single-family homes are located on 3008 and 3010 Cleveland Avenue, they are slated for <br />33 redevelopment as part of the applicant's senior cooperative project, which received Final <br />34 Development PUD approval by City Council on September 15, 2008. <br />36 4.2 The subject properties have a Comprehensive Land Use designation of Business Park and an <br />37 existing zoning designation of Single-Family Residential R -1 1 . <br />38 <br />39 4.3 The subject properties are located at the northern edge of the Twin Lakes Redevelopment Area. <br />40 Uses adjacent to the subject properties include nine single-family homes to the north, Langton <br />°11 lake Park to east,, a multitenant industrial building to the south, and multitenant office buildings <br />42 to the west (west of Cleveland Avenue),. Within Langton Lake Park, a designated wet land is <br />43 located east of the subject properties. <br />44 <br />4.4 The proposal for the southern part of the property seeks to develop a 3- and 4-story elongated <br />46 93-unit assisted-living facility that will integrate several types of senior-care unit types, <br />47 including memory care, assisted living, and independent living units. The proposed building is <br />48 generally located on eastern portion of the subject property with public entrances from both <br />49 Cleveland Avenue and planned Langton Lake Drive. Resident parking is located under the <br />building and is accessed via a driveway off of Langton Lake Drive. <br />4.5 On September 15, 2008 the City Council approved the Final Plat that created Lot 2, Block 1, <br />Applewood Pointe of Langton Lake on which the assisted living project would be developed. <br />55 5.0 COMPREHENSIVE PLAN/TWIN LAKES BUSINESS PARK MASTER PLAN <br />5.1 The Roseville's Comprehensive Plan designates the future land use of the subject properties as <br />"BP-Business Park,," which is defined as "...a geographically identifiable area which contains <br />an architecturally consistent mix of office, office-laboratory, office- showroom- warehousing, <br />biotechnical, biomedical, high-tech software and hardware production uses with support <br />60 services such as limited retail, health, fitness, lodging and multifamily housing. The Business <br />6 1 Park has well-planned roads, utilities, pen 'in and co� � unication systems. Parcels within a <br />62 Business Park have access to an internal park-way and/or external ( Dun ly minor arterials as <br />63 well as access to the -Interstate Highway System . " <br />64 5.2 The subject property lies within the boundaries of the Twin Lakes Redevelopment Area, which <br />65 is guided by the 2001 Twin Lakes Business Park Master Plan, which was adopted as part of the <br />66 City's Comprehensive Plan. The 2001 Master Plan also includes four future land-use maps <br />67 ("Options 2, 3 and 4" and the "Twin Lakes AUAR Future Land Use Scenario" ) and several <br />68 pages of text describing future land-use scenarios and goals. <br />69 5.3 Staff has concluded with the input of the City Attorney's Office), that the underlying <br />"7 Comprehensive Plan designation of the subject area is "BP — Business Park"' in a manner that is <br />7 conceptually consistent with the mix of uses and stated goals that are described in the maps and <br />"72 text of the 2001 Master Plan.
