I104 8.0 PLANNING COMMISSION ACTION
1 8.1 On September 3, 2008 the Roseville Planning Commission held the duly noticed public hearing,
1(' -)6 at which meeting no citizens addressed the Commission. However, Commissioners did have a
1 ('-)7 few questions of the City Planner.
1 4w. , 8.2 Specifically,, Commissioner Boerigter asked whether there is a standard under which a plat is
1(' -) 9 reviewed. The City Planner indicated that there are specific standards like in the case of a
11 4w. conditional use permit, and that there are no minimum lot sizes requirements for B-6 zoned
11111 properties. However, when reviewing a proposal, staff would consider whether a development
112 proposal for a parcel can achieve general setback minimums. A planned unit development is a
113 unique process because it affords the applicant to request/propose deviations from the general
114 standards of the City Code, if approved by the City Council.
11 8.3 A question arose regarding why the City would require dedication of right-of-way for the
116 Section of Iona Lane and Mount Ridge Road contained in the City's quit claim deed and lying
11 "7 outside the relocated property line. The City Planner explained that City Staff typically requires
11 dedication of right-of-way when subdivision plats are proposed in areas where other means have
119 been used to acquire land for roadway purposes, such as roadway easements and conveyances.
120 8.4 Planning Commission voted (7-0) to recommend approval of the request, subject to the
121 conditions indicated in Section 7 of this report.
122 9.0 SUGGESTED CITY COUNCIL ACTION
123 By MOTION, APPROVE THE PRELIMINARY PLAT for the Cent Ventures 11 and the property at
124 2750 Cleveland Avenue,, based on the comments and conditions of Section 7 of the project
125 report dated October 13, 2008.
12 6 Prepared bye City Planner T'homas Paschke
12 "7 Attachments: A: Area map
1 B: Aerial photo
129 C: Quit Claim Deed 1511814
130 D: Applicant Narrative
131 E: Preliminary Plat/Easement Vacation
132 F': PC Minutes
