110 on each level of the structure. Street lighting may be installed within the public <br />ill right-of-way of Iona Lane. The proposed landscape is a low maintenance variety <br />112, with fescue and Canadian bamboo clumps. Boulevard landscape within the Iona <br />113 Lane right-of-way may be required and staff is considering the addition of a few <br />114 planters at the passenger loading areas, specifically the front or north side of the <br />115 facility. <br />C. 'Front (semi-private realm) .- This check list item and the one that follows,, are <br />to staff the most important aspects of the Urban Design Principles. It is within <br />these two areas where walkability, sustainability and environmental responsibility <br />must be addressed. The Metro Transit proposal could support street life and <br />walkability to other areas of Twin Lakes, when such other developments are <br />constructed. In the interim,, a sidewalk will be constructed from Cleveland Avenue <br />to Mount Ridge Road, allowing pedestrian access to and from Twin Lakes. The <br />proposal also identifies wide walkways for the purpose of temporary passenger <br />loading (west) and permanent passenger loading (north.). The east side of the <br />building also includes a wide paved area and sidewalk. The structure will have an <br />urban street frontage, set back minimally from Iona Lane, and will incorporate a <br />bus lane for passenger pick-up and drop-off The front of the building will be <br />treated slightly differently with a main entrance and indoor passenger waiting area, <br />and an outside canopy waiting area. <br />%1.11 <br />d. 'Buildings (private realm).- This checklist item addresses the structure and site <br />improvements as well as a means to be sustainable and environmentally <br />responsible. The materials proposed will be durable. The concrete structure will <br />utilize three materials (colored burnished block, bronze toned anodized aluminum <br />perforated and corrugated panels, and bronze-toned anodized curtain wall with <br />clear glazing) to minimize the appearance of a typical parking garage. The <br />structure will have two heights; one for the parking deck and one for the main <br />elevator/stair tower which will utilize natural light in the passenger waiting area. <br />Metro Transit has received funding for information technology systems which will <br />be integrated into this facility. The project will also include LED lighting on the <br />top level of the parking deck. Stormwater created by this project will be collected <br />and placed in an underground structure adjacent to the building or possibly within <br />the Iona Lane right-of-way. Staff recommends that utility boxes and meters be <br />placed behind the building (south side) and screened so as not to detract from the <br />visual appearance of the building and landscaping. All mechanicals will be housed <br />within the structure. <br />146 e. Design Review Process.- All relevant/suggested plans have been submitted by the <br />14`7 developer for the review of this project. The Development Review Committee has <br />148 completed its review (conditions indicated below), and will continue to work with <br />149 Metro Transit towards final plan submission. <br />15o 7.0 PROJECT SPECIFICS/COMMENTS/CONDITIONS <br />151 7.1 Required Open House.-, On September 23, 2008, Metro Transit held their required open <br />152, house to review the project with property owners within 500 feet of the project. None of <br />153 the notified property owners attended the open house.
