Metro Transit seeks rezoning of Lot I from its General Industrial District (I- <br />15 7' 2) to Planned Unit Development (PUD) with an underlying zoning of Mixed Use <br />1 <br />158 Business Park District (B-6). <br />159 a. The City's Comprehensive Plan indicates the zoning district that '"corresponds" to the <br />160 Business Park Future Land Use category is that of B-6, Mixed-Use Business Park and <br />161 PUD,, Planned Unit Development. <br />162, b. Section 1009.01 of the City Code defines a Planned Unit Development as "a zoning <br />163 district which may include single or mixed uses, one or more lots or parcels, intended <br />164 to create a more flexible,, creative and efficient approach to the use of land..."' <br />165 c. The list of permitted uses via the PUD process in Section 1005.016, which includes <br />166 those permitted within the B-6, Mixed-Use Business Park, includes "Parking <br />16 7' Facilities — ramps and underground"'. The Planning Division has determined that the <br />168 Metro Transit park and ride facility is a permitted use. <br />169 7.3 Concept PUD: The Development Review Committee reviewed the General Concept <br />170 proposal by Metro Transit to construct a 4-level park and ride facility on a 1.2+ acre lots <br />1 71 in the northeast comer of 2570 Cleveland Avenue and lying adjacent to the undeveloped <br />1 72, Iona Lane and Mount Ridge Road. The Committee had very little comment or conditions <br />1 73 for this proposal. The Public Works/Engineering Department is currently working with <br />1 74 Metro Transit on roadway design, utility design/needs, and storm water management. <br />1 75 The Planning Division is continuing to work with Metro Transit to confirm overall <br />1 76 building design, height, and building materials. <br />1 7­7 7.4 On September 17, 2008, representatives of the Public Works/Engineering and <br />1 78 Community Development Department met with Metro Transit and their engineers and <br />1 79 architects to review,, in greater detail, aspects of the proposal, specifically building <br />180 materials and project timing. <br />181 7.5 The following includes the DRC and Planning Division's review, comment and <br />182, conditions for the General Concept proposal. <br />183 a. Us e.- ' The park and ride facility is currently designed to handle those commuters that <br />184 desire transit service to downtown Saint Paul or Minneapolis. Staff would like Metro <br />185 Transit to consider incorporating reverse commute and other transit options in the <br />186 future as Twin Lakes builds out,, specifically if a residential component is introduced. <br />18 7' b. Structure.- ' The 4-level park and ride facility will be approximately 45 feet in height at <br />188 its highest point (elevator/stair towers), and will have an approximate 34,500 square <br />189 foot footprint. Exterior materials being discussed are colored burnished CMU blocks, <br />190 bronze toned anodized aluminum perforated and corrugated panels, and bronze toned <br />191 curtain wall system with clear glazing. The burnished block would wrap the structure <br />192, and cover the tower.
