c. Setbacks.- ' The B-6 district requires the following setbacks.- 30-foot front yard 15-foot
<br />side yard,, 30-foot comer lot side yard, and a 30-foot rear yard. However, the Urban
<br />Design Principles encourage reduced setbacks to create a sense of "street life"' and
<br />((walkability"'. The Metro Transit proposal includes a I0 -foot front yard setback
<br />adjacent to Iona Lane and an approximate 20-foot comer side yard setback adjacent
<br />to Mount Ridge Road. All other setbacks achieve the B-6 requirement.
<br />d. Access.- The proposal seeks temporary access from the existing Old Dominion
<br />Cleveland Avenue access and a left turn onto Cleveland Avenue via the improved
<br />Iona Lane. City Staff supports this proposal but a temporary signal light at Iona Lane
<br />and Cleveland Avenue may be necessary. However, City Staff will be pursuing plans
<br />to improve Mount Ridge Road and/or Twin Lakes Parkway, which may eliminate the
<br />need for temporary access and the signal light.
<br />2,0 7' e. Landsca in The proposal includes a low maintenance landscape. City Staff
<br />2,08 supports this concept/design, but encourages additional landscaping along the rear of
<br />2,09 the structure and the incorporation of planters along the front of the structure.
<br />2,10 Boulevard trees may also be required within the Iona Lane public right-of-way.
<br />2,11 f Pathways and Sidewalks.- Pedestrian friendliness and walkability are two necessary
<br />2,12, components within the Twin Lakes Redevelopment Area. As such, the proposal will
<br />2,13 include installation of a sidewalk within the Iona Lane right-of-way (from Cleveland

<br />214 Avenue to Mount Ridge Road).
<br />g. Roads- The traffic study completed by SRF Consulting Group, Inc. indicates that the
<br />Z.
<br />park and ride facility will contribute 1,072 network trips to the adjacent roadways,
<br />which correlates into a required contribution to the Twin Lakes Infrastructure of
<br />1527, 0 or $,1,425 per network trip. The proposal also requires Iona Lane to be
<br />constructed by Metro Transit, because this roadway was not contemplated in the
<br />AUAR.
<br />2,2,1 h. Stormwater.- ' The proposal indicates an underground stormwater management system
<br />2,2,2, west of the park and ride structure. However, Metro Transit may utilize the Iona
<br />2,2,3 Lane right-of-way (underground), for all or part of the project. The stormwater plan
<br />224 must meet the approval of the City Engineer and the Rice Creek Watershed.
<br />2,2,5 i. Sewer and Water.- The proposed sanitary sewer and water main for this structure
<br />2,2,6 would be provided from municipal lines that lie or will lie within Iona Lane and be
<br />22"7 extended to the structure.
<br />2,2,8 j. Private Utilities: ' The private utilities, such as electricity, cable,, telephone, and natural
<br />2,2,9 gas, will be designed and coordinated through the Public Works Department to be
<br />2,30 underground and utilize a ioint trenchina system- where aDDlicable-
<br />2,31 k. Parkland: Because the property is required to be "replatted,"' park dedication may be
