Public Hearings <br />Chair Bakem an provided a brie summary of the public hearing process for land <br />use cases before the Commission. <br />a. PLANNING FIDE -023 <br />Request by Metro Transit, in cooperation with Cent Ventures II and <br />the current owner of the property at 2750 Cleveland Avenue, for <br />approval of a Rezoning to Planned Unit Development IUD) and a <br />General Concept PUD to allow the development of a park- and- �ride <br />transit facility. <br />Chair Bakem an opened the Public Hearing for Planning File 08 -023. <br />City Planner Thomas Paschl c reviewed staff's analysis of the request of <br />Metro Transit, a service of the Metropolitan Council, for approval of a <br />REZONING AND GENERAL CONCEPT PLANNED UNIT <br />DEVELOPMENT (PUD) to develop a 1.2+ acre lot in the northeast corner <br />of 2750 Cleveland Avenue into a four - level, 4 0 -stall park-and-ride <br />facility. Mr. Paschl c advised that this project was for redevelopment of <br />the former Old Dominion Freight Lines site at 2570 Cleveland Avenue, <br />4. 9 acres in size, and encompassing six lots or portion thereof, Lots <br />I — 3 and Lots 18 — 20, Bloch Br, Twin view. Mr. Paschl e noted that the <br />property lies adjacent to Cleveland Avenue west 1, the undeveloped Iona <br />Lane (north),, and the undeveloped Mount Ridge Road (east). <br />Mr. Paschl e advised that Metro Transit was working with Cent ventures <br />II on the purchase of a 1.2+ acre parcel of land in the northeast corner of <br />the parcel, which in June of 2008 was brought before the Planning <br />Commission and City Council as a "sketch plan. "' <br />Mr. Paschl e summarized the staff report; and advised the Commission <br />that the City had recently received a 530,000+ matching grant from the <br />Department of Employment and Economic Development (DEED), to assist <br />the City with infrastructure and road improvements in the Twin Cafes <br />area. Mr. Paschl e further advised that the city, as early as spring of 200 <br />and with City Council approval, could utilize the grant and other City <br />dollars to construct Mount Midge Road from County Road C -2 to Twin <br />lakes Parkway and Twin lakes Parkway from Cleveland Avenue to Mount <br />Midge Road.
