cost to the homeowner requiring service lateral repair. <br />36 <br />37 POLICY OBJECTIVE <br />38 It is our policy to provide excellent customer service and cost effective and efficient programs <br />39 and services to the residents of the city. City Code dictates that ownership and maintenance of <br />°1(' -) service laterals lie with the property owner. The City of Roseville constructed the majority of the <br />°11 sewer mains in the late 50's and early 60's. The city maintains the trunk utility lines. The City <br />42 has only participated in repair of private sewer laterals in cases where the city's contractor had <br />43 caused damage to the line or in extremely unusual circumstances where original design <br />44 considerations did not consider replacement implications on the homeowner. <br />45 <br />46 FINANCIAL IMPACTS <br />47 There are potentially significant cost impacts to a policy or code change allowing city <br />48 participation in private sewer lateral repairs. The majority of properties throughout the city <br />49 connect to utilities within the road right-of-way and most are under the pavement itself Utility <br />rates would need to be adjusted significantly if major shifts in policy were implemented. Typical <br />'i repair of a sanitary sewer service lateral can vary from $,3,000 to $,5,000 although some may be <br />2 considerably higher due to individual site conditions especially on high volume roads due to <br />3 concrete pavement or a thicker section of asphalt and extra traffic control. There are over 9,000 <br />4 single family connections to the sewer system in Roseville. <br />55 STAFF RECOMMENDATION <br />56 Staff recommends the Council discuss the policy issue of participating in private sewer lateral <br />�` 7 repair costs and provide direction to staff on whether City Code changes are desired.
