REQUEST FOR COUNCIL ACTION <br />DATE.- 10/13/2008 <br />ITEM NO.- I O.a <br />1 1.0 REQUESTED ACTION <br />2 1.1 Authorize the distribution of the Draft 2030 Roseville Comprehensive Plan to adjacent <br />3 governmental jurisdictions, special districts, and school districts. <br />4 <br />5 2.0 BACKGROUND <br />6 2.1 The Draft 2030 Roseville Comprehensive Plan is the culmination of a year-long planning <br />7 process. The following is a brief summary of activities that have taken place in the <br />8 preparation of the updated plan. <br />9 <br />10 2. 1. 1 Consultant. The City Council undertook a Request for Qualifications/Request for <br />I I Proposal process between April and August 2007 to hire a consulting team to work <br />12 with staff on the preparation of the comprehensive plan update. In September 2007, <br />13 the Council engaged Hoisington Koegler Group Inc. (HKGI) to head up this project. <br />14 <br />15 2.1.2 Steering Committee. In September 2007, the City Council appointed the <br />16 Comprehensive Plan Update Steering Committee to act as a sounding board for the <br />17 consultant group prior to bringing forward a draft plan to the Planning Commission. <br />18 This group included representation from the City Council; Planning Commission; <br />19 Parks and Recreation Commission; Public Works Environment and Transportation <br />20 Commission (PWET); Housing and Redevelopment Authority (HRA); and residents <br />21 at large. This group met monthly from October 2007 to September 2008. An <br />22 additional meeting was held in both June and July. The Committee reviewed <br />23 background information, helped identify community issues, and reviewed and <br />24 approved draft Comprehensive Plan chapters. <br />25 <br />2 2.1.3 Public Participation. Broader community perspectives were brought into the process. <br />6 <br />27 In December 200T, HKGI lead five listening sessions with residents, community <br />28 activists,, and businesses owners. The City hosted two city-wide open houses on the <br />29 Comprehensive Plan. The first open house, which was held in March 2008, focused <br />30 on gathering input on areas where land uses were expected to change, and the <br />31 second,, which was held in August 2008, gave the community the opportunity to <br />32 review the draft Comprehensive Plan in its entirety. In addition to these special <br />33 events,, ongoing efforts included the creation of a webpage for this project, open <br />I oJ_8 101308—C.omprehensive Plan Update <br />
