34 Steering Committee meetings, and an email notification list. <br />35 <br />36 2.1.4 City Commissions &-HRA.- In addition to commission members sitting on the <br />37 Steering Committee,, city commissions and the HRA had the opportunity to review <br />38 and comment on relevant draft Plan chapters. The HRA reviewed the Housing and <br />39 Neighborhoods chapter; the Park and Recreation Commission reviewed the Parks, <br />4O Recreation and Open Space chapter; the Planning Commission reviewed the Land <br />41 Use Economic Development and Redevelopment, and Implementation chapters; and <br />42 PWET reviewed the Transportation, Environmental Protection, and Utilities <br />4�3 chapters. <br />44 <br />4�5 2.1.5 City Council Updates,.- The City Council has been kept informed on the planning <br />4�6 process. Four of the five council members participated on the Steering Committee, <br />4�7 Steering Committee packets were sent to all council members, and there were three <br />4�8 council updates scattered throughout this process. <br />49 <br />50 2.2 The meeting ran out of time before a vote or other action could be taken to forward the <br />51 complete draft Plan to the Planning Commission and City Council. Despite the lack of <br />52 action on the full draft Plan,, the Committee did review and approve all policy chapters <br />53 individually. The primary topic of discu.ssion <br />was the 1001000-square-foot limitation on building footprint that is part of the definition <br />4. Land Use <br />in the draft Plan. The first proposed amendment would replace the building footprint <br />requirement with land area as a requirement; this amendment failed on a 6-7 vote. The <br />second proposed amendment was to eliminate the building footprint requirement; this <br />amendment also failed on a 6-7 vote. <br />■ Cominittee voted (8- vote) to change the proposed land u.se designation for HarMar <br />and Target areas from Community Bu.siness to Regional Bu.siness. <br />5.
