10. Utilities <br />Chapter ap'proved by Steering Cominittee on August 14. <br />The Committee reviewed the Chapter on Augu.st 14 and on September I I made the following <br />changes to the first draft of the Using the Plan chapter: <br />■ The Committee agreed by consensu.s that implementation step's identified in other Plan <br />chapters should be restated in Using the Plan. <br />■ The Committee voted (7-' 6 vote) to include the following language related tofilture <br />Master Plans: <br />For the purpose oJ'the policies described here, the term tt master plan " ref ors to <br />general land use guide plans prepared and adopted by the C.ityjcar specific <br />geographic areas as the result oj'City-initiated study or analysis, and does not include <br />project-specific redevelopment detail plans. <br />It is the policy oJ'the City that all such master plans, once adopted, shall also be <br />addressed in the Comprehensive Plan. The master plans shall be addressed by one or <br />more oj'thejbllowing means, as appropriate: <br />Including reftrences to the master plan as a tooljbr use in implementing <br />various aspects oJ'the Comprehensive Plan; <br />(2) Updating the content oJ'the land use plan and other elements oJ'the <br />Comprehensive Plan to correspond to the master plan; andlor <br />11. Using the Plan <br />(3) Adopting [the master plan] into the Comprehensive Plan as a speci/ic element <br />oJ'the Land (Ise Chapter,, and separate and distinctftom the master plan <br />document itse ,' those policiesl design guideline, l and other elements oJ'the <br />master plan that are identified in the master plan Jbr such inclusion to promote <br />its implementation. <br />The City will require that alljurure master plans include a description oJ'how they <br />will be addressed in the Comprehensive Plan. <br />This policy does not limit the City Council's ability to amend the Comprehensive Plan <br />to address andlor incorporate other plans, policies, or guidelines. <br />■ The Committee declined to integrate (4-' 9 vote) the existing Twin Lakes Master Plan <br />into the draft Plan. <br />■ The Committee voted (11 -'2 vote) to include the following language related to existing <br />Master Plans: <br />For master plans adopted be/bre 200.9, the City Council shall review each plan and <br />determine whether and ij'so how it will be addressed in the Comprehensive Plan <br />pursuant to this policy. <br />55 <br />56 2.3 As shown above,, the Steering Committee could not reach strong consensus on three issues.- <br />57 ■ The role of master plans within the Plan; <br />58 ■ The definition of the Community Business future land use category; and <br />59 ■ The future land use designation of the HarMar Mall and SuperTarget. <br />60 <br />61 Meeting notes from the September 11 Steering Committee meeting are attached <br />62 (Attachment B) to this memorandum to provide an overview of the discussions related to <br />63 these topics.
