14O 2.10 If a city does not meet the December 31 deadline,, the Metropolitan Council has decided that <br />141 <br />it will not enter into Livable Communities grant contracts with the city. Cities will be able to <br />142 <br />apply for grants; however, they will not be able to access the awarded funds. This holds true <br />143 <br />whether or not an administrative extension has been awarded. <br />144 <br />145 <br />3.0 <br />STAFF COMMENTS <br />146 <br />3.1 <br />In the review of the draft Plan,, Planning Commissioners should review it as a stand alone <br />147 <br />document and make decisions on the merit of the Plan and not on the effect that these <br />148 <br />changes will make on other official controls, such as the zoning or subdivision ordinances. <br />149 <br />Although review of official controls is required as part of the overall comprehensive <br />150 <br />planning process, that step will happen at a later date. If these controls are found <br />151 <br />inconsistent with the Plan,, the City has nine months to amend them and make them <br />152 <br />consistent with the adopted Comprehensive Plan. <br />153 <br />3.2 <br />Releasing the draft Comprehensive Plan to the adjacent jurisdictions is a critical milestone <br />154 <br />in the planning process. However, if there are a few outstanding issues that have not been <br />155 <br />resolved,, the Planning Commission and City Council can still work through these issues <br />156 <br />during the review period. <br />157 <br />3.3 <br />The timeline to meet the December deadline is extremely aggressive and primarily outside <br />158 <br />the direct control of the City due to the six-month requirement set by the State for adjacent <br />159 <br />jurisdiction review. Analyzing the submission timeframe from a worst-case scenario with <br />160 <br />adjacent jurisdiction review taking the entire six months, the City would need to send out <br />161 <br />the plans for review no later than October 24 to meet the extended May 29, 2008 deadline. <br />162 <br />If the City cannot meet the extended deadline, it will need to make a request to the <br />163 <br />Metropolitan Council board. <br />164 <br />165 <br />4.0 <br />STAFF RECOMMENDATIONS <br />166 <br />4.1 <br />Staff recommends that the City Council authorize distribution of the Draft 2030 Roseville <br />167 <br />Comprehensive Plan to adjacent government jurisdictions, special districts, and school <br />168 <br />districts. <br />169 <br />170 <br />5.0 <br />SUGGESTED COMMISSION ACTION <br />171 <br />5.1 <br />By motion, authorize the distribution of the Draft 2030 Roseville Comprehensive Plan to <br />172 <br />adjacent governmental jurisdictions,, special districts,, and school districts. <br />173 <br />174 <br />Attachments.- A.
