In his review of the <br />115 Minnesota comprehensive plan statutes, he found that it is not inconsistent with the law to <br />116 incorporate master plans into a comprehensive plan; thus, whether or not the City wants to <br />117 integrate them into its plan is a matter of policy rather than law. (See Attachment D to <br />118 review the letter prepared by Mr. Squires) <br />119 <br />120 2.7 State statutes set an overall planning framework for formal updating and approval of <br />121 comprehensive plans, which include.- <br />122 ■ Completion of an update to the plan within three years of receiving an update to the <br />123 Metropolitan System Statement in this case, a completion date of December 31, <br />124 2008), 1 <br />125 ■ Submission of the proposed plan to adjacent jurisdictions for review and comment; <br />126 s Approval of the plan by the planning commission and city council; <br />127 ■ Submission of the plan to the Metropolitan Council for its review and comment; and <br />128 s Adoption of the final plan by the City Council. <br />129 <br />130 2.8 The City is operating under the assumption that it will meet the December 31, 2008 deadline <br />131 for plan submission. The City will request an abbreviated review period; however, this is just a <br />request and the jurisdictions do not need to provide comment before the end of the <br />statutory review period. If the City does not receive comments or confirmations of no <br />comment during this identified timeframe, the City will not be able to submit the plan to <br />the Metropolitan Council by December 31. <br />133 <br />134 2.9 The Metropolitan Council has put into place an administrative comprehensive plan <br />135 extension that allows Council staff to approve a six-month submission deadline extension to <br />136 communities that will not be able to meet the December 31, 2008 deadline. Cities must <br />137 apply for this type of extension by November 1.
