The rain water <br />1103 garden is then mulched and planted with a variety of perennials that can tolerate wet and <br />1104 dry conditions and that are commonly found in household landscapes. General guidelines <br />110 11,15 and step-by-step instructions for designing and installing household rain water gardens <br />1106 are readily available, and design assistance and potential funding sources may be <br />1107 available from local watershed districts and/or Ramsey County; information about these <br />1108 resources will be provided along with the administrative deviation application. <br />ii og 6.7 Planning Division staff is proposing that deviations of up 120% of the impervious <br />110 coverage requirements be subject to the same administrative review and approval process <br />111 as setback encroachments, except that storm water runoff mitigation would be a <br />11112 requirement for each instance of excess impervious coverage. <br />11113 6.8 Whether or not the ordinance is amended to include administrative approval of <br />11114 impervious coverage deviations, Planning Division and Engineering Division staffs will <br />111115 be recommending that permits (issued by Engineering Division staff be required to <br />11116 better track the approval of storm water mitigation plans and facilitate regular inspections <br />11117 where necessary to ensure that storm water runoff continues to be adequately controlled; <br />11118 these permits would also be required for variance approvals that involve excess <br />11119 impervious coverage. Such a permit would have to be issued prior to the issuance of a <br />1120 building or driveway permit, and the final driveway or building inspection could be <br />11211 passed only when the storm water mitigation measures have been inspected and approved <br />1122 by Engineering Division staff. Information about these requirements would also be <br />1123 provided in the materials that accompany the Administrative Deviation application. <br />1124 7.0 REVIEW OF THE PROPOSED TEXT AMENDMENT <br />112 1`5 The proposed ZONING ORDINANCE TEXT AMENDMENT (.Attachment B) is presented in the <br />1126 typical format whrltins arhand insertions are in wn in te�Z%T <br />1127 boldface, and because of this the entire ordinance appears to have been changed. The <br />1128 reality is that the new language for excess impervious coverage has been included but <br />1129 that much of the text pertaining to setback encroachments has simply been reorganized <br />1130 and further edited for clarity; very few substantive changes are being proposed. The <br />11311 paragraphs below briefly discuss the rationale and intent of these more significant <br />1132 changes in basically the same order as they appear in the proposed TEXT AMENDMENT. <br />1133 7.1 First, and most obviously, the name of the process would change from "Setback Permit" <br />1134 to the more general "Administrative Deviation". This is partly intended to eliminate <br />1131") confusion of setback deviations with building permits (which is common), and partly to <br />d-A 1 <br />1136 include impervious coverage deviations in the same section of the City uoae. <br />1137 7.2 Setback Permits were intended to facilitate improvements to older homes, but this <br />1138 couldn't be enforced because it was never addressed in the ordinance.
