3. The Council shall meet at the City Hall, 2660 Civic Center Drive, in said City, on February 10, 1997, at 7:15 p.rn. for the purpose of holding a public hearing on the proposed improvements under and pursuant to the provisions of Minnesota Statutes, Chapter 429, and the Manager is hereby authorized and directed to cause notice of the time, place, and purpose of that meeting to be published twice in the official newspaper, Focus, which publications shall be a week apart, and the second publication shall be not less than three days before the date of the hearing. 4. The notice shaH be in substantiaHy the foHowing form: (see attachments). 5. The motion for the adoption of the foregoing resolution was duly seconded by Councilperson Mastel and upon vote being taken thereon, the following voted in favor thereof: Maschka, Goedeke, Mastel, Wiski, and Wall and the following voted against the same: None whereupon said resolution was declared duly passed and adopted.
