Commissioner Boerigter noted his other focus transitioning from wetland to <br />residential, and opined that he would have, a tough time supporting the project as <br />t <br />proposed, given the neighbor commen�ts and the mass and height of the building. <br />,C�olmmisisioner Doherty noted that United had origi'nally included twin homes, but <br />to put the road and access to the park In place, they had compromised. <br />Commissioner Boerigter further noted that there were access problems to the <br />park. with other sketches provided, and while not within the purview of ht Planning <br />Commission and th-eir consideration lof land use issues, expressed concern that <br />the applicant was now considering requesting public financing assistance for the <br />� <br />proj&.-A. <br />Commissioner Martinson noted her indecision on the application, recognizing <br />that the appl'icant was known for their �beautifully maintained and well-managed <br />proiperties; noted the public purplose served by, the project in providibg senior <br />housing. However, Commissioner Martinson expressed concern with the large <br />mass <br />• the building compared to adjoining single-family homes and <br />neighborhood characteristics; and opined that traffic impacts and increased <br />volumes weren't well thought out. <br />Commissioner Doherty reiterated hi's lack of support for the project as presented. <br />MOTION <br />Member Doherty moved, seconded by Member Bakeman to recommend <br />APPROVAL of the PRELIMINARY PILAT, creating one (1) lot for a senior <br />cooperative and provision of a, public road Mia. dedication of right-o-f-way) <br />or a private road (via provision of an easerrient, for United Properties, in <br />,cooperation with the Frieda Schuitz Family (property owner to allow the <br />development of a m-ulti-story 913-unit senior cooperative at 3008 and 3010 <br />Cleveland Avenue- amended tolincludei conditions <br />I , as conditioned in 11.0 <br />in detailof staff report dated June 6, 20017. <br />Commissioner Bakeman offered a friendly amendment to the motion to <br />a inclu.de the two (2.) additional conditions previously, referred to by staff. <br />City Planner Paschke advised Commissioners, if they were not inclined to <br />support all components of the proposed application, that they not support any of <br />the applications currently before the Commission, as they were all integrated, <br />and the Commission could consider, a motion to deny all three components at <br />one time; based on thei'r findings for denial. <br />Bakeman seconded — will vote in favor this is isolated piece from rest of <br />TL — different from rest of property; always been considered to be housing,, <br />don't, care for specific seni . or coop there — do like publiG road connected <br />with it — <br />Commissioner Doherty withdrew his motion. <br />1 r Ile • a 0 21 41 r a <br />• <br />A A A I <br />ML AK <br />
