26 4. 1 United Properties seeks approval of their 95-unit age-restricted cooperative housing <br />27 development 3010 Cleveland Avenue North, a single-family home with undeveloped property. <br />28 The request requires approval of a FINAL PLAT,, REZONING AND FINAL DEVELOPMENT PLANNED <br />29 UNIT DEVELOPMENT and AGREEMENT. <br />30 <br />3 i 4.2 The proposal seeks to place a 4-story 95-unit age-restricted cooperative housing development <br />32 on the site. As currently proposed the development would be accessed from Cleveland Avenue <br />33 North approximately mid-point between County Roads C2 and D. The proposed primary access <br />34 would provide access to a below grade parking structure located beneath the building, to an at- <br />35 grade resident/guest parking lot and to the adjacent Langton Lake Park property. <br />37 4�.3 The subj ect property at 3 010 Cleveland Avenue North lies at the far northern edge of the Twin <br />38 Lakes Redevelopment Area. The property has a Comprehensive Land Use designation of <br />3 1 9 Business Park and an existing zoning designation of Single-Family Residential (R-1). <br />40 <br />4 ,i 5.0 FINAL PLAT: <br />42 5.1 The Final Plat proposal takes two existing parcels and creates three lots. Lot 1, Block 1 <br />43 Applewood Pointe of Langton Lake is the parcel that will be home to the senior cooperative. <br />44 Outlot A,, lying to the north and east of the Lot 1, is the portion of land necessary for the public <br />45 street,, required right-of-way and necessary public easements. Outlot B, a small property in the <br />46 southwest comer of the parcel, is a residual parcel that has been created for a Phase 11 project <br />47 that includes 2990 and 2996 Cleveland Avenue. <br />48 <br />49 5.0 LAND USEXOMPREHENSIVE PLAN: <br />5o 5.1 The City of Roseville's Comprehensive Plan currently designates the subject property as "BP- <br />Business Park."' <br />53 5.2 The uses envisioned within the Comprehensive Plan designation of "BP — Business Park"' <br />include.- office,, office - laboratory, office-showroom-warehousing, bio-technical, biomedical, <br />high-tech software and hardware production uses with support services such as limited retail, <br />health,, fitness,, lodging and multifamily housing.
