114 <br />115 7.2 The proposal seeks to develop a 4-story, hipped roof, elongated 95-unit age-restricted <br />116 cooperative housing development located at the south end of the site and favoring the east side <br />11 "7 of the property. Vehicle parking for residents will be provided underground at I space for each <br />11 of the 95 units. Variations in the building's facade have been designed to minimize the mass of <br />119 the structure,, and its placement to the very south of the parcel provides an appropriate <br />120 separation from the adjacent single-family residences. <br />121 <br />122 7.3 Access to the development will come from Cleveland Avenue North approximately mid-point <br />123 between County Roads C2 and D. The proposed primary access would serve four purposes; to <br />124 provide access to a below grade parking structure located beneath the building,, to access an at- <br />125 grade resident/guest parking lot, to provide access to the adjacent Langton Lake Park parking <br />12 6 lot,, and to provide for connections to future City roads. <br />12 "7 <br />128 7.4 Additional landscape considerations has been given to the north side of their property,, between <br />129 the street and the property line/existing trees. Efficiencies and better utilization of the <br />142 land has been achieved under the current design, though given the remoteness of this site to the <br />143 broader Twin Lakes redevelopment area, its design achieves a site specifi c efficiency. <br />144 <br />145 7.8 Utilities,, such as electricity, cable, telephone, and natural gas, will be designed and coordinated <br />146 through the Public Works Department to be underground, and utilize a joint trenching system <br />147 where applicable. <br />'148 <br />149 8.0 STAFF COMMENTS/CONDITIONS: <br />0 8.I On June 16,, 2007 the Roseville City Council approved (3-2) the GENERAL CONCEPT PLAN <br />subject to eight conditions (minutes attached) I . Below is a review/analysis of these conditions as <br />they related to the Final Development Plan under consideration of approval.- <br />a. The proposed structure must incorporate sloped roofs, to lower overall height, and <br />other architectural elements to further enhance the structure and reduce the visual <br />mass of the building. The Final Development Plan includes a 4-story structure with a <br />truss styled roof to provide greater residential character and assist in visually reducing <br />height.
