4. 1 At the meeting of August 25, 2008, the Roseville City Council tabled action on the senior <br />23 cooperative development proposal pending an attorney's opinion regarding expiration of the <br />24 preliminary plat as indicated in section 1 100 of the Roseville City Code. <br />4.2 The legal opinion received by the City Attorney does conclude some discrepancies between <br />26 platting and planned unit development processes, but clearly concludes that the previous plat <br />27 has expired. <br />4.3 The Planning Division has been working with United Properties for a few months on their <br />29 desire to redevelop 2990 and 2996 Cleveland Avenue, and the Outlot from the senior co-op plat, <br />30 into an assisted living facility. <br />3 ,i 4.4 As the assisted living project required platting (including the re-platting of the Outlot from the <br />32 senior co-op project) the preliminary plat under consideration will create a lot for the senior co- <br />33 op project and the assisted living project, as well as dedicate the necessary right-of-way for <br />34 Langton Lake Drive. The Planning Division provided notice of the public hearing regarding the <br />%1.11 <br />35 preliminary plat for the 4 lots addressed at 2990, 2996, 3008, and 3010 Cleveland Avenue. <br />36 4�.5 The subject property lies at the far northern edge of the Twin Lakes Redevelopment Area. The <br />37 property has a Comprehensive Land Use designation of Business Park and an existing zoning <br />38 designation of Single-Family Residential (R-1) 1 . <br />39 4�. 6 The Final Development PUD and Final Plat proposal for the senior co-op will be considered as <br />40 a separate case on September 15, 2008. The General Concept PUD for the assisted living <br />4 1 project is tentatively scheduled for City Council consideration on October 13, 2008. <br />42 5.0 PRELIMINARY PLAT REVIEW: <br />43 5.1 Currently there are 4 parcels of land on which the applicant/developer proposes a senior <br />44 cooperative and an assisted living facility. The proposal also requires a public road connection <br />45 from Cleveland Avenue to Langton Lake Park, proposed along the northern portion of the site. <br />46 Subsequently, these 4 parcels are required to be platted (2 lots proposed), and land dedicated for <br />47 the road right-of-way. <br />48 5.2 Lot L Block L the proposed home of the senior co-op, will be 3.44 acres in size. The southern <br />49 property line will lie adjacent to park land; its west property line will lie adjacent to Lot 2; and <br />the north and east property line will lie adjacent to the public right-of-way for Langton Lake <br />1 Drive. This lot and the public right-of-way are the same size and shape as the lot indicated in <br />the preliminary plat in June 2007. <br />53 5.3 Lot 2,, Block L the proposed home of the assisted living facility, will be 1.8? acres in size. The <br />east property line will lie adjacent to park land and Lot I; the south property line will lie <br />adjacent to the neighboring industrial land; the north property line will lie adjacent to the right- <br />of-way and/or Langton Lake Drive; and the west property line will lie adjacent to Cleveland <br />Avenue. <br />Page 2 of 4 <br />
