5.4 The remaining land area will be dedicated as public right-of-way for Langton Lake Drive. <br />59 5.5 There are no minimum lot size standards within the B-6,, Business District zone. However,, lot <br />60 sizes and shape are usually dictated by the type of use or structure size,, the required on-site <br />6 1 parking field, and any required setbacks. <br />62 5.6 Utility and drainage easements are necessary. Specifically these 12 foot wide easements shall <br />63 be provided adjacent the south property line of both Lot I and Lot 2; shall be provided adjacent <br />64 the east property line of Lot 2; and adjacent to Cleveland Avenue (both. lots). Further, a <br />65 minimum 12 foot wide easement shall be provided adjacent to the west side of the interior lot <br />66 line of Lot I and Lot 2 (over the trail as depicted on the sit plat), for maintenance vehicle access <br />67 to the City's storm water outlet. All easements shall be approved by the Public Works Director <br />68 prior to the filing of the plat with Ramsey County. <br />40 <br />b"Mill W 0 "A 0 <br />"7 6.1 The Roseville Public Works/Engineering and Community Development Departments,, <br />7 recommend approval of the proposed 2-lot subdivision with public road right-of-way dedication <br />"72 as submitted by United Properties. This subdivision shall be conditioned on the following.- <br />"7 3 a. Utility and drainage easement being provided as stated in Section 5.7 or as approved by <br />"74 the Public Works Director. <br />"7 b. The Preliminary/Final Plat may require park dedication for Lot 2, Block 1, consistent <br />"7 6 with State Statutes 4�62.358 and § 1103.07 of the Roseville City Code. The applicant <br />"7 "7 shall work with the Park and Recreation Department on determining whether such a <br />"7 dedication or payment in lieu of land dedication is required. Said recommendation shall <br />"7 9 be forwarded to the City Council during the Final Development PUD process. <br />8o 7.0 PLANNING COMMISSION ACTION: <br />7.1 On September 3, 2008, the Roseville Planning held the duly noticed public hearing for the <br />preliminary plat. No citizens were present to address the Commission, but the Commission did <br />3 <br />have a few questions of Staff. <br />84 7.2 Commissioner Boerigter asked the question of why the City does not require an Outlot for the <br />area that encompasses the road right-of-way versus dedication as right-of-way on the plat. His <br />11, <br />6 <br />interest was centered on land located north of the road in the northwest comer of the parcel that <br />"7 <br />encompasses the wetland. His position was that this would be an appropriate area for gateway <br />signage and landscaping consistent with the Twin lakes Urban Design Principles and that it <br />1 9 would not be the City's responsibility to maintain. The City Planner commented that the policy <br />90 is to require dedication of right-of-way on subdivision plats and that the subject area was <br />9111 supported by the Public Works Department and that most of the area would remain natural and <br />92 the existing trees preserved. <br />93 7.3 The September 3, 2008, Planning Commission minutes were unavailable at the printing of the <br />94 project report. However, the Planning Commission voted (7-0), to recommend approval of the <br />95 PRELIMINARY PLAT. <br />Page 3 of 4 <br />
