400 PROJECT SPECIFICS: <br />24 4.1 United Properties seeks approval of their 95-unit age-restricted cooperative housing <br />25 development 3010 Cleveland Avenue North, a single-family home with undeveloped property. <br />26 The request requires approval of a FINAL PLAT,, REZONING AND FINAL DEVELOPMENT PLANNED <br />27 UNIT DEVELOP MENT and AGREEMENT. <br />4�.2 The proposal seeks to place a 4�-story 95-unit age-restricted cooperative housing development <br />29 on the site. As currently proposed the development would be accessed from Cleveland Avenue <br />30 North approximately mid-point between County Roads C2 and D. The proposed primary access <br />3 1 would provide access to a below grade parking structure located beneath the building, to an at- <br />32 grade resident/guest parking lot and to the adjacent Langton Lake Park property. <br />33 4�.3 The subj ect property at 3 010 Cleveland Avenue North lies at the far northern edge of the Twin <br />34 Lakes Redevelopment Area. The property has a Comprehensive Land Use designation of <br />35 B 1 usiness Park and an existing zoning designation of Single-Family Residential (R-1). <br />36 5.0 FINAL PLAT: <br />37 5.1 On September 3, 2008, the Roseville Planning Commission held the duly noticed public hearin" <br />6 <br />38 and recommended approval of a preliminary plat creating 2 lots and dedicating necessary right- <br />39 of-way for Langton Lake Drive. On September 15, the City Council will take action on the <br />40 preliminary plat. <br />4 i 5.2 Lot L Block L the proposed home of the senior co-op, will be 3.44 acres in size. The southern <br />42 property line will lie adjacent to park land; its west property line will lie adjacent to Lot 2; and <br />43 the north and east property line will lie adjacent to the public right-of-way for Langton Lake <br />44 Drive. This lot and the public right-of-way are the same size and shape as indicated on the <br />45 approved preliminary plat of June 2007. <br />46 5.3 Lot 2,, Block L the proposed home of the assisted living facility, will be 1.8? acres in size. The <br />47 east property line will lie adjacent to park land and Lot I; the south property line will lie <br />48 adjacent to the neighboring industrial land; the north property line will lie adjacent to the right- <br />49 of-way and/or Langton Lake Drive; and the west property line will lie adjacent to Cleveland <br />Avenue. <br />5.4 The remaining land area will be dedicated as public right-of-way for Langton Lake Drive. <br />2 5.5 The Final Plat is very similar to the preliminary. However, all of the underlying background <br />items have been removed and a "clean' land division indicating Lot 1, Block 1, Lot 2, Block 1 <br />and the right-of-way dedication are included. Also included are a number of the utility and <br />drainage easements the Public Works/Engineering Department feel are necessary. <br />6.0 LAND USEXOMPREHENSIVE PLAN: <br />6.1 The City of Roseville's Comprehensive Plan currently designates the subject property as "BP- <br />Business Park."' <br />59 6.2 The uses envisioned within the Comprehensive Plan designation of "BP — Business Park"' <br />Page 2 of 7 <br />
