149 8.0 RECOMMENDATION <br />150 8.1 Based on the comments and findings of Section 5 of the staff report dated September 15, <br />151 2008,, Community Development staff recommends REZONING the property pursuant to <br />152, Chapter 1015 (Zoning Amendments) of the City Code. <br />153 8.2 Based on the comments and findings detailed in Sections 6 and 7 of the staff report dated <br />154 September 15, 2008, Community Development staff recommends approval of the <br />155 PLANNED UNIT DEVELOPMENT and the related PLANNED UNIT DEVELOPMENT <br />156 AGREEMENT pursuant to the process outlined in Chapter 1008 (Planned Unit <br />15 7' Developments) of the City Code, subject to the following conditions.- <br />158 a. Trash handling equipment shall be housed within the principal structure or within <br />159 a roofed structure that is attached to or detached from the principal structure; <br />�p �p I <br />160 b. the access for trash handling equipment shall be designed in such a manner that it <br />161 does not require that vehicles back on to public rights-of-way; <br />162, C. the applicant shall work with staff in the revision of a landscape plan to be <br />163 included in the PLANNED UNIT DEVELOPMENT AGREEMENT that includes <br />164 screening to mitigate the visual effects of the trash enclosure; <br />165 d, a revised site plan shall be provided indicating a sidewalk at least 6 feet in width <br />166 connecting the proposed main entrance and the existing sidewalk along <br />16 7' Centennial Drive,, between the western end of the existing office building and the <br />168 adjacent drive lane; <br />169 e. the applicant shall provide a proposed development timeline to be included in the <br />1 70 PLANNED UNIT DEVELOPMENT AGREEMENT; and <br />1 71 f, approval of the proposed plans shall not apply to building or freestanding signage <br />1 72, on the property. <br />1 73 9.0 SUGGESTED ACTIONS <br />1 74 9.1 Adopt an Ordinance rezoning the property at 2845 Hamline Avenue from the existing <br />1 75 Shopping Center (SC) District to Planned Unit Development (PUD) with an underlying <br />1 76 designation of Limited Business (B -1 ) District based on the comments and findings of <br />1 77 Section 5 of the project report dated September 15, 2008. <br />1 78 9.2 By motion, approve the proposed Planned Unit Development and Agreement, <br />1 79 pursuant to § 1008.10 (PUD Procedure) of the City Code and based on the comments and <br />180 findings of Sections 5-7 and the conditions of Section 8 of the project report dated <br />181 September 15, 2008. <br />Prepared by: Associate Planner Bryan Lloyd <br />Attachments: A: Area map E: Revised Plans <br />B: Aerial photo F': Recorded parking and access agreement <br />C: Applicant narrative G: Draft Ordinance <br />D: 7/28/2008 City Council H: Draft PUD Agreement <br />Minutes <br />PF'08-024RCA091508 (3).doc <br />Page 5 of 5 <br />
