Specifically, staff is suggesting that the City utilize a scoring system to <br />36 <br />determine if a project should be considered for financial assistance. As proposed in the <br />37 <br />revised framework, projects would need to achieve seven of the scoring criteria within four <br />38 <br />of the overarching community objective categories. The scoring system is described on the <br />39 <br />first page on the revised document. <br />4O <br />2.8 <br />A copy of the revised Twin Lakes Public Financial Participation Framework is attached to <br />4I <br />this report. <br />4 <br />Twin Lakes AUAR Infrastructure Allocation Study <br />43 <br />2.10 <br />On November 19,, 2007,, the City Council authorized the use of SRF Consulting to conduct <br />44 <br />the Twin Lakes AUAR Infrastructure Allocation Study to determine the proportionate cost <br />45 <br />share of properties within the Twin Lakes project area for the required infrastructure (streets <br />4 <br />1 <br />and utilities). <br />47 <br />2.11 <br />The final draft of the Allocation Study has been completed and was reviewed with the City <br />48 <br />Council on February I I th. At that meeting, there were several questions regarding the study. <br />4 <br />Deb Bloom,, City Engineer, prepared responses to the questions in a memo dated February <br />50 <br />1 <br />15, 2008.
