Request for Council Action <br />7 2.0 DISCUSSION: <br />8 2.1 Twin Lakes Public Financial Participation Framework <br />9 2.2 For the past month, Staff has been working on creating a framework for the city to use as it <br />10 makes determinations if public funds will be used in Twin Lakes Redevelopment Area. The <br />I I framework defines criteria upon which the city will use to consider requests by developers <br />12 for the use of public funds such as TIF or regional, state, or federal grants. These criteria <br />13 have been established using the goals and desired outcomes as described in the Twin Lakes <br />14 Master Plan,, the Twin Lakes Design Principles, and in Imagine Roseville 2025. <br />15 2.3 Proposed criteria that must be met by a development within Twin Lakes include creating a <br />16 mix of uses,, enhanced aesthetics,, improving environmental quality and sustainability, <br />17 creating transit and transportation options, creating diverse employment opportunities,, tax <br />18 base,, and housing choices. <br />19 2.4 The framework also identifies priority funding activities on which the City would consider <br />20 using public funds to assist project. The list that has been generated is not inclusive of all <br />21 eligible uses that could potentially be considered as part of public financial assistance for a <br />22 project. Instead, the list is comprised of potential activities that staff thinks the City may <br />23 want to consider. <br />24 2.5 Finally, the framework discusses parameters on how public funds are used for projects (i.e. <br />1 <br />25 pay-as-you go TIF when funds are given to a private developer). <br />26 2.6 Based on comments made at the February I I City Council meeting, staff added an <br />27 additional criterion under the mix of uses objective. The new criterion is that a project <br />28 would receive credit for providing community open or green space within the <br />29 redevelopment area. Environmental preservation or enhancement of existing features was <br />30 also added as a criteria. Another suggestion regarding an additional transit and <br />31 transportation was made at the meeting to take into consideration the amount of traffic <br />
