Please note that the cost per network trip is a function of the total network trips, contributed and
<br />subsequent cost allocation of specific developments,. As development proposals, come forward in
<br />the future, their respective land use programs, will need to be reviewed against the as,s,umptions,
<br />contained in this document in order to determine the specific cost per network trip value and
<br />associated cost allocation amount. This purpose of this document is to provide initial guidance
<br />for prospective developers, in this area and inform them of the potential cost participation.
<br />UTILITY CONCEPT COST' ESTIMATE AND ALLOCATION
<br />In addition to roadway infrastructure impacts,, the potential redevelopment of the Twin Lakes,
<br />area will have significant impacts, on the public utility needs, of the area. The City of Roseville
<br />provided an assessment of public utility needs, that was developed as part of a previous, plan for
<br />the Twin Lakes, redevelopment area (subarea I only). The City has requested that we as,s,es,s, the
<br />public utility needs, of all three subareas,. In order to determine what is needed for sanitary
<br />sewer, storm sewer and water main by all of the Twin Lakes, redevelopment area, S reviewed
<br />previous, preliminary design materials, for subarea I. Based on our review of this information and
<br />concept design we were able to develop a per acre cost, which could then be extrapolated to the
<br />other subareas, based on their respective acreages,.
<br />The following sections, identify specific considerations, and as,s,umptions, that were taken into
<br />account when reviewing each of the respective utilities,.
<br />Sanitary Sewer
<br />A 3 " Metropolitan Council Environmental Services, (l'' ICE, trunk sewer bisects, the
<br />Twin Lakes, AUAR area from Cleveland Avenue to Snelling Avenue. It is assumed this
<br />trunk line will provide connection acces,s, to any development scenario.
<br />• The previous, design concepts, indicate services, accessing Twin Lakes, Parkway and Prior
<br />Avenue are adequate without regard to service depths, or pipe classification.
<br />• As part of our analysis, we assumed pnvate services, are made to existing facilities, on
<br />existing streets,.
<br />• It is recommended that the elevations, for services, be confirmed, compared to proposed
<br />building elevations,.
<br />• It is recommended that conditions, of all existing lateral mains, and elevations, of mains, be
<br />verified.
<br />• The design and construction costs, are relatively uniform throughout the development
<br />area.
<br />• Assign total cost of design and construction to all benefiting blocks, as a percentage of
<br />each block compared to the entire Twin Lakes, AUAR area.
<br />• All cost of utilities, outside of the street right-of-way as,s,umed to be paid by each
<br />respective developer.
