<br />Encourage (or require) more on -site storm water treatment to lessen the overall costs, and
<br />impacts,. This will provide an incentive for each developer to lessen their cost share of
<br />storm sewer needs,.
<br />• All runoff from contributing sub - drainage areas, is directly proportional to the area of the
<br />developing block.
<br />• Assign total cost of design and construction to all benefiting blocks, as a percentage of
<br />each block compared to the entire Twin Lakes, AUAR area.
<br />• All cost of utilities, outside of the street right-of-way as,s,umed to be paid by each
<br />respective developer.

<br />• Replace the existing CIP on Prior Avenue with 12" DIP.
<br />• Extend an 8" water main to CR C2 from Twin Lakes, Parkway termini.
<br />• A 12" water main on Twin Lakes, Parkway was assumed to provide service to the area
<br />and maintain service pressure to the supply along Prior Avenue. This supply line will
<br />provide the City the necessary redundancy for the water system.

<br />It should be noted that the concept design as,s,umptions, detailed above do not represent a detailed
<br />modeling analysis,. As parcels, or blocks, begin to develop within the Twin Lakes, redevelopment
<br />area, detailed modeling analysis will be needed to determine specific final design computations,.
<br />Attachment D includes, Table 5, which presents, line item estimates, for each public utility based
<br />on subarea I needs, (based on our review of previous, preliminary design materials,). As
<br />previously stated this information was extrapolated to determine the cost allocation for all of the
<br />Twin Lakes, redevelopment area.
<br />Table 4 shown below displays, the public utility cost allocation for the Twin Lakes
<br />redevelopment area.
