Adopt a Resolution Establishing a City Position on the INSCC /CTC Report on <br />10 the Institutional Network Strategic Plan <br />II <br />1 <br />13 Introduction <br />14 On May 9, 2007, the North Suburban. Communications Commissio n SCC) Staff received a <br />15 report from the Columbia Telecommunications Corporation. CTC �, regarding a proposed <br />16 strategic technology plan for the Institutional Network I -Net) used by the INSCC member cities, <br />17 which includes Roseville. A copy of the executive summary of the report is attached. <br />18 <br />19 The report was initiated to identify the feasibility of constructin. g a private fiber optic network <br />0 amongst INSCC member cities that could serve as either; 1 ) a replacement of the Comcast- owned <br />1 fiber network, or a redundant fiber optic network. <br />3 The current Comcast- owned fiber network is provided to the City of Roseville, and other INSCC <br />4 cities, by virtue of our cable franchise agreement. Under the terms of the Agreement,, the City of <br />5 Roseville can use the I -Net for any institutional use i.e. to provide connectivity between city <br />facilities). Conceivably, when the cable franchise is renewed in 2013 or if local cable <br />7 franchising goes away altogether due to federal or state actions, the City of Roseville could lose <br />8 access to this fiber network. This uncertainty led to the creation of this Report. <br />30 Discussion Items <br />31 The CTC Report will be presented to the Cable Commission on Thursday March 6, 2008. At <br />32 this meeting, INSCC Staff and Technical Advisory Committee representatives consisting of Staff <br />33 from member cities will be seeping direction on whether to pursue a private fiber build out. <br />34 <br />35 The build out of a private fiber network will have both financial and operational implications on <br />36 the City of Roseville — issues that were not detailed in the CTC Report. City Staff recently <br />37 performed a more in -depth evaluation of the Report in other to provide guidance to the City <br />38 Council on the pertinent issues that should be considered in contemplating the build out of a <br />39 private fiber network. <br />4(O <br />I <br />
