Staff Recommendations <br />Based on the conclusions in the Report and in consideration of the City's long-term connectivity <br />and business needs,, Staff submits the following position statements. <br />Position Statement 4 1 — The ('.T('. Report has value in that it assessed a potential <br />alternative to the (70mcast-provided institutional network. However, additional <br />study and discussion is necessar to conclude whether this alternative is viable or <br />Y <br />even a preferred option to meet the needs of the City of Roseville. <br />The CTC Report identified one potential alternative to the Comcast-provided institutional <br />network. While the Report identified the facilities that are currently connected to the I-Net and <br />provided a general assessment of the current needs of those facilities; it is not indicative of <br />Roseville's long-term fiber infrastructure needs. <br />A City of Roseville Fiber Master Plan that incorporates the Imagine Roseville 2025 vision <br />should be compiled before an accurate assessment of our long-term needs can be made. <br />Position Statement 42 — A municipal fiber optic communications network ought to <br />encompass not only (-Y.11ty operational needs but address community based needs <br />as well. <br />The City of Roseville has a long-standing practice of participating in and fostering regional <br />cooperative efforts. Recently, the City completed a 20-year visioning process which among <br />many things identified a desire to construct a community-based network that would incorporate <br />all community services including the school district, city, and possibly the private sector. <br />Partnership opportunities such as a privately-owned fiber network ought to be community based. <br />This ensures that government activities that serve common constituents are coordinated together <br />thereby avoiding duplicative efforts. More importantly, the goals of the community remain <br />paramount to any smaller, localized objectives. <br />As an example, citizens of Roseville receive direct and indirect services from multiple <br />governmental agencies including, but not limited to City, County and School District. Any <br />number of multi jurisdictional partnership opportunities could present themselves using the same <br />fiber network. <br />Position Statement 43 — The (7ity's business continuity needs ought to be a <br />component of a municipal fiber optic communication network. <br />The City maintains business relationships with dozens of governmental jurisdictions and other <br />organizations. These relationships have varying degrees of significance and influence on the <br />provision of City services. Any planning or implementation effort designed to improve our <br />ability to sustain operations ought to be precluded by a prioritization process. <br />2 <br />
