Arguably, it would be in the Roseville's best interest
to prioritize connectivity efforts to these cities as opposed to cities in which we do not provide
services.

Position Statement 44 — The City of Roseville should retain ownership and
management control of City infrastructure and right-of-way.

In the same manner as the City maintains ownership and management control of its streets,
utilities,, and park system, the City ought to retain similar control over any locally-paid fiber
optic network. A possible exception to this position may arise if an opportunity to leverage
public dollars with private investment presents itself. In this instance, a jointly owned asset may
enhance local services at no added costs. However,, the City would need to take the necessary
steps to ensure that any local investment is fully recovered should that asset be sold or
transferred.

City Staff will be available at the Council meeting to address any questions.

Attachments

❑ Attachment A — Resolution adopting a City position on a municipal- funded private fiber
network
❑ Attachment B'— Executive Summary of the CTC Report

Council Action Requested
The information is presented in an effort to prepare the Council for future discussions on the
III build out of a private fiber network.
