Next Gmtradon Network Plan
Pale
t2
Comcast would not have agreed to supply I-Net and other support. Continued
collaboration is just as 'Important, if not more, m qlannffig and prepari,ng for the.
Next Generation Network.
In this context, N'SCC commissioned Columbia Telebonununication, Corporation (CTQ
to study the issues and develop a Next Generation Network strategy. The result, this
C;
Strategic Report, offers a plan and system-level design for an NGN to meet the existing
and emerZ:) crinar technical requirements of NSCC cities, their "agencies, and their
L* .1
departments, as well as the schools, Ramsey County and other public entities and
provides a bluoprint for future network development and construction.
In this context of rapidly expanding communications needs – both public and private –
the proposed Next Generation Network would rates the NSCC cities amonicy t; the country's
most visionary groupings -- by creating an infrastructure asset with a lifetime of decades
that is almost endlessly upgradeable and capable of supporting any number of public
sector communications initiatives. For e,xample, it can:
0 Support current -and future public safety and goviernment. communications
I .. 11,11
sy,ster.nls—both savings the cities the %Inendin(y cost of leasincr rirculit"Ilz
L 7
from telephone companies, and simultaneously providing a hia-her-quality, higher,-
capacity, more reliable, more secure transport, for, key co =unity users such as
law enforcement, fire, emergency management, and public health
a Expand public collaboration by extending the ruch- of the existinig NSICC fiber
infrastructure to juiisdictions beyond NSCC cities, serving the County, schiolols
districts and other institutions in the region
0 Support economic development initiatives,, encourage new ciompetitilon,, attend to
selected business needs, and remove marl et entry barriers to wireless and other
last-mile providers. 2 For example, the network could provide a highly- reliable,,
resilient backbone for existing and future wireless initiatives—improving
perfoiTnance and capacity through fiber "backhaul"'
0 Enable member cities to pool resources and undertake projects Jointly and more,
cost effectively. Using an NGN to aggregate resources, you obtain an economy
of scale that, saves money and makes it possible to undertake such ambitious
projects as collaborative provision of wireless broadband services to homes and
businesses
0 Enable maximization of scarce resources and reduction of costs through
collaboration in the form of centralized planning and management
0 Strengthen the member cities' communication capabilities by drawing upon the
skills and strengths of all members
0 Enable collaboration with members outside of the NSCC cities (such as Riamse
County) to expand buying power through economies of scale
Tbc MCCs current network, the 'J-Net" most likely cannot be used for a public-fac,ing broadband
network because, it was cost-effectively constructed using conduit that is'linlited to Don-colmmercial
applications. This conduit was p6vidcd to the communities by the private sector under cable franchise
agreements, gene-rally under the condition that the asset not be used for commercial or Doin-com-munity
purposes. These conditions aic standard in sirrfflaT agreements t1voulghout the country.
all tex,t and diagrams 1@1 CTC,20107
