Next Gencrati,on Network Plan <br />Pacre 3 <br />Z> <br />Facilitate iMeroperable coi-m-nunications between the NSCC cities and other <br />jurisdictions throughout thf,:, recrIOT1 <br />1.2 Summary of Recommendations <br />The major reconunendations offered by this Report include- <br />1.2.1 Build a Fiber Network to Meet the Cities' Internal <br />Communications Needs <br />The NSCC cities should continue and expand, their successful practice of operating, fiber <br />resources for their own intemal use. The cities have already, demonstrated significant <br />success with this approach and currently operate a highly-functional and efficient <br />Institutional Network (I-het), inuch of which was constructed by the cable company. <br />We recommend that the cities deploy fiber optics extensively in order to meet their <br />growing co=unications needs and future proof their existing network. Biased on, our <br />assessment of the NSCC members' and other agencies 11 needs we anticipate extensive <br />use of this fiber network by first responders, school's, county, and other govemment <br />departments. <br />The cities require more capacity and con,nectivity to more locations—and these <br />requirements are likely to brow dramatically in coming years. The proposed. network iis <br />therefore designed to enable high bandwidth and cost - effective scialability to even hiligher <br />transmission rates. The purpose, is to design biaseld on future needs—solutions used <br />solely on today's uses will experience early obsoliescieDice, <br />1.2.1.1 Recommended Fiber Architecture: Star Topology <br />Specifically, we recommend that the NS CC upgrade and supplement (and eventually <br />replace) the existing I-Net with -fiber optics 'Independent of Comicast"i s infrastructure. <br />Additional fiber connectivity provides increased bandwidth, redundancy, and scalability, <br />compared to other approaches and mitigates the risks associated with reliance, on future <br />cable franchise agreement negotiatio-ns. <br />CTC recoTm-nends a design that milTors the current star topology of the I-Net, mi'grates <br />the I-Net from the C mcast plaint, and provides a backbone ring t'op'ology for additional <br />redundancy. The, reconu-nended design envisions that the ma j, , or networking facilities, for <br />each network site (such as City Halls) are served directly from thebackbione, ring. This <br />provides riiig redundancy to the key sites and facilitates connectivity to the other, <br />location(s).
