Request for Council Action <br />DATE.- 3/3/2008 <br />ITEM NO.- 9.a <br />Department Approval City Manager Approval.- <br />;0'0-ZftjaV26'W <br />Item Description.* Consider Adoption of Rental Registration Ordinance <br />1 1.0 REQUESTED ACTION: <br />2 Staff is requesting that that the City Council consider the adoption of an ordinance requiring <br />3 the registration with the city of rental properties that have I to 4 units. <br />4 <br />5 2.0 BACKGROUND <br />6 2.1 The HRA established the Citizen Advisory Group in May 2006 with the specific purpose of <br />7 reviewing the draft rental licensing ordinance to study issues associated with rental <br />8 properties and to make recommendations to the RHRA on how it might address areas of <br />9 concern. <br />10 2.2 The 14�-member Citizen Advisory Group held 6 two-hour meetings throughout the summer. <br />I I The group reviewed data, heard from codes, building, police and fire staff as well as <br />12 reviewed other ordinances and their effectiveness. Over the course of their meetings, the <br />13 group agreed that the following are key issues regarding rental housing and housing codes <br />14 in general. <br />�El Lack of accurate data on rental properties <br />�El Staff lack of authority to enter properties suspected of overcrowding <br />�El Protracted process for resolving complaints <br />�El Too many cars and lack of adequate parking <br />�El Impact of implementation of the new Property Maintenance Ordinance <br />2.3 The Citizen Advisory Group, supported by the HRA, recommended to the City Council that <br />an ordinance be drafted and adopted requiring a Rental Registration Program be established. <br />2.4 On August 20, 2007, staff presented a draft ordinance that required the registration of all <br />rental properties within Roseville that had between 14 units. The original ordinance <br />allowed for the City to inspect interiors of rental properties. Based on City Council <br />discussion,, staff was directed to work with the City Attorney and remove language <br />regarding the interior inspections and code enforcement matters. <br />W <br />
