Att.ac t .I-,,m�.!._.., B <br />August 20,, 2007 CC Meeting Minutes <br />Ordinance — Rental Licensing Ordinance <br />Staff met with City Attorney Jay Squires to draft an ordinance, as <br />presented, to meet recommendations of the citizen advisory group to <br />allow for rental property registration for those properties with one (1) <br />to four (4) units to provide a more user-friendly way to address <br />problem properties, while allowing those properties in compliance to <br />avoid onerous regulations. <br />Council member IhIan questioned whether a fiscal impact analysis had <br />been completed for implementation, and whether the proposed <br />registration fee would pay for the program. <br />Co urn cilmember Punt noted that recently- adopted policy by the City <br />Council provided that any new ordinance includes a fiscal note for <br />additional information to the City Council before adopting new <br />legislation. <br />Discussion included penalty provisions (misdemeanors); registration <br />incentives for conforming property owners and citizens; and minority <br />problem compliance properties using stricter procedures and fines, <br />Councilmember Roe questioned rationale for staff" s recommended <br />ordinance based on his recollection of the citizen advisory group's less <br />onerous and expansive recommendations concerning registration <br />versus enforcement. <br />
