I REQUEST FOR CITY COUNCIL ACTION Department ApprovaL PT/DM City Manager Approval.- ri A All DATE.- 2/25/2008 ITEM NO.- 13.a Agenda Section.- BUSINESS ITEMS Item Description.- Community Development Department request to issue a Ramsey County Court Citation to the owner of 1715 Roselawn Ave for numerous unresolved violations of the City Code. 14 1.0 REQUESTED ACTION: Council action is necessary to resolve public nuisance violations at 1715 Roselawn Ave. The property is owned by Eric Gunard. Mr. Gunard bought or inherited this property last summer. The owner has been notified of this agenda item and this meeting. 1.2 The City Attorney contract requires citations proposed by the Community Development Department to be approved by the City Council following a public hearing. 2.0 PROJECT HISTORY: 2.1 The property owner for 1715 Roselawn Ave. is listed as Eric Gunard who does not live in the home. The property is now vacant. Staff has sent two (2) notices and an Administrative Ticket,, however,, the property remains in violation. While the amount of work required is significant, very little progress has occurred to date. 2.2 Current City Code violations include the outside storage of junk and debris, household items,, 2 truck toppers (Sections 407.02D & 407.03H)�, unlawful parking and storage of an automobile, a large truck and a flatbed truck (Sections 407.02M & 407.02L)I,, and lack of maintenance/neglect of the exterior structure having -3 broken windows and a front door and trim to the house in need of I paint (Sections 407.02L & 906.05C). 2.3 Neighbors have expressed concern that the ongoing violations at this property will negatively impact their property values. 2.4 A status update, including photographs, will be provided at the public hearing 6 RCA1715RoseCtCit 2 2 5 08.doc.doc Page I of 9
