I REQUEST FOR COUNCIL ACTION <br />2 DATE.- 02/25/08 <br />3 <br />4 ITEM.- 13.c <br />5 <br />6 Department Approval: Manager Reviewed: Agenda Section: <br />7 <br />8 wim <br />9 <br />to <br />I I Item Description: Watermain Lining Project <br />12 <br />13 <br />14 Background: City staff has been monitoring developing technologies to rehabilitate <br />15 watermains. This technology has improved to allow the rehabilitation of mains without having <br />16 to excavate and replace the existing pipe. This technology has been developed by companies in <br />17 the southern United States and in Canada. Staff has been working with several other metro area <br />18 cities to consider bidding projects together to improve the cost effectiveness of an out of state <br />19 contractor sending a crew to our area to rehabilitate watermain in each of the participating cities. <br />20 <br />21 Discussion: Staff has identified a segment of watermain between Woodhill Avenue and County <br />22 Road C-2 between Churchill St. and Oxford St. as a potential candidate for mainlining. (See <br />23 attached location map) This main is located in backyards of homes and has a history of recent <br />24 breaks with property damage. This would be a very difficult project to replace the main with <br />25 traditional open cut methods. This method of rehabilitation is least disruptive to property owners <br />26 in time and physical disruption to their backyards. We feel that the estimated cost of lining this <br />27 segment of watermain is approaching the cost of traditional open cut replacement given the field <br />28 conditions of this segment. If this neighborhood was constructed today we would be constructing <br />29 the watermain in the street or boulevard area to avoid the maintenance and replacement <br />30 difficulties we have on this segment. <br />31 <br />32 We have been working with the cities of Edina, Minnetonka, Eden Prairie, St. Paul, and White <br />33 Bear Township to coordinate a project in each city that would be bid concurrently but awarded <br />34 individually. We anticipate the need to contract for development of the plans, specifications, and <br />35 bid documents to a consultant engineering firm to work through scheduling and coordination <br />36 issues between the cities. Each city will sign a professional services agreement with the <br />37 consultant. We have been working with TKDA consulting engineers on this project as a group. <br />38 Roseville's anticipated cost for engineering services is estimated at $,17,400. The estimated <br />39 construction cost is approximately $,200,000 for the lining project. This will rehabilitate just <br />40 under 2,,000 linear feet of watermain. <br />41 <br />42 Staff will present additional information on this construction process and cost estimates at your <br />43 meeting on February 25, 2008. <br />44 <br />45 Financial Considerations: The annual Water Utility budget anticipates capital replacement of <br />46 watermains. This project will be funded out of the Water Utility fund. Staff is seeking <br />47 authorization to contract with TKDA consulting engineers for design services including <br />48 development of plans, specifications, and bid documents for an estimated amount of $,17,400. <br />49 We will be back to the Council for approval of bids in May for summer construction of this <br />5 0 prof ect. <br />
