Attend and assist the OWNER with a pre-construction conference to be attended by the contractor, OWNER, and others, as may be requested by the OWNER. C. Coordination with participating cities. d. Make visits to the site at intervals appropriate to the various stages of construction to observe as an experienced and qualified design professional, the progress and quality of the executed work of the contractor and to determine in general if such work is proceeding in accordance with the Contract Doicurnients. e. Review and approve or take other appropriate action with respect to Shop Drawings as that term is defined in the Contract Documents), samples, and other data which contractor is required, to submit, but only for conformance with the design concept of the Project and compliance with the information given in the Contract Documents. Such reviews, and approvals or other action shall not extend to means, methods,, techniques', sequences or procedures of construction or to safety precautions and programs' incident thereto. f. Issue all instructions of the OWNER to the contractor; issue necessary interpretations and clarifications of the Contract Documents and in connection therewith, prepare change order's as required; have authority, as the OWNER's representative, to require special inspection or testing of the work. 9. Based on TKDA's periodic on -site observations as an experienced and 0, qualified design professional, determine payments to the, contractor in such amounts; such recommendations of payment will constitute a representation to the OWNER, based on such obisiervations, and review, that the work has progressed to the point indicated, that, to the best of TKDA's k-nowledge, information and belief, the quality of such work is in accordance with the Contract Documents.
