1 5.5 The loading dock area is generally located in the same location as currently exists and the <br />2 proposal not to enclose the dock is consistent with the existing dock. <br />3 <br />4 5.6 The site currently includes very little landscaping and no storm water management, both <br />5 of which will be added to the project creating a dramatic improvement <br />6 <br />7 5.7 The submitted GENERAL CONCEPT plan set is included for the City Council's <br />8 consideration. <br />9 <br />10 6.0 DEVELOPMENT REVIEW COMMITTEE COMMENTS/CONDITIONS: <br />11 6.1 The site must conform to the Larpenteur Avenue Streetscape Master Plan. Specifically, <br />12 decorative brick pillars, wrought iron fencing, stamped concrete walk, and landscaping <br />13 must be incorporated into the landscape plan adjacent to Larpenteur Avenue and north <br />14 along Fernwood Avenue to the first access, and similar to what exists east of the subject <br />15 site. <br />16 <br />17 6.2 The applicant must provide the City with a site survey. Currently staff is unable to <br />18 determine whether proposed items lie within easements in and adjacent to Larpenteur and <br />19 Fernwood Avenues. A survey would also allow staff to determine whether additional <br />20 street right-of-way is required. <br />21 <br />22 6.3 The submitted landscape plan indicates a coniferous screen on the northern slope <br />23 adjacent the apartment building. Staff supports this type of screening and will continue <br />24 working on a final plan. The proposed landscaping for the rest of the site will be a vast <br />25 improvement from the existing site. Staff will continues to work with Roundy's on a <br />26 final plan that meets the requirements of Section 1006 and 1010 of the Roseville City <br />27 Code. <br />28 <br />29 6.4 The proposed building, as depicted on the elevation rendering, will include varying <br />30 heights and other features such as window and awnings to break-up wall massing. The <br />31 overall height of the proposed structure is 4O feet. Ancillary structures such as the open <br />32 market and coffee/caf6 will be limited to a height of 30 feet. <br />33 <br />34 6.5 The City Planner is uncertain of the exact distance the proposed structure will be placed <br />35 for the west,, east,, and north property lines. It appears that the building will be <br />36 approximately 100 feet from the west property line, 45 feet from the east property line <br />37 and 80 feet from the north property line. Due to the difficulties in placing a new grocery <br />38 store on the subject parcel, one that utilizes the parcel efficiently, the Planning Division <br />39 is not opposed to the location of the proposed structure.
