2. -Y , ommunication: All uses within the S-(7 district shall have and must post on the <br />exterior premises, a phone number that will be answered by persons with <br />authority, including the shopping center manager and the individual store <br />manager,, to respond to customer concerns or complaints during business hours <br />or when other related commercial activities occur. <br />3. Security: (.. -Y <br />o� mercial property owners shall be responsible for providing <br />frequent and thorough security monitoring of commercial areas closer than three <br />hundred' feet (300 o a residential district orproperty line. <br />4. Site Maintenance: (.. -Y <br />o� mercial property owners shall be responsible for daily site <br />monitoring and site maintenance, including trash pickup in parking areas <br />bordering residential areas. (Ord. 12'34, 12'-15-1999, eff. 1-1-2000) <br />The proposal seeks to place the trash enclosure area at the rear of the building near <br />the dock. Although this area lies adjacent to a residential property (north), the <br />Planning Division believes that due to reasons described above, the enclosure area <br />will have minimal impact on the north property. Staff will work with Roundy's on <br />provision of information to address the three other requirements listed and include <br />them in the final plan. <br />7'.0 PROJECT REPORT RECOMMENDATION: <br />7.1 The Planning Division recommends APPROVAL of the REZONING and GENERAL <br />CONCEPT PUD,, subject to the comments and conditions stated in Section 6 of this <br />project report. <br />8.0 PLANNING COMMISSION ACTION: <br />8.1 On February 6, 2008, the Planning Commission held the public hearing regarding the <br />Roundy's request. No citizens addressed the Commission. The City Planner provided <br />the Commission with an email that opposed the request; the Commission Chair reviewed <br />an email the Commission received; and Commissioner Doherty advised the Commission <br />on a telephone call he received (see minutes). <br />8.2 Roundy's provided the Commission with additional information regarding the proposed <br />redevelopment, specifically on placement of the building, storm water management,, <br />LEED qualifications, pedestrian connections and miscellaneous site improvements. <br />8.3 City Engineer Deb Bloom provided the Commission with background information <br />regarding storm water management in the area and the desire of the Public Works <br />Department to partner with Roundy's on an expanded chamber system to enhance storm <br />water management in the area. <br />8.4 The Planning Commission voted (7-0), to recommend approval of the request by <br />Roundy's, based on the comments and recommendations identified in Section 6 of the <br />project reprot dated February 6, 2008. <br />PF'08-005—RCA-022508.doc Page 10 of I I <br />
