The Council <br />51 adopted an estimated assessment rate of $,32.30/ ft for this improvement. <br />52 <br />53 The Arden Hills public process was completed after a public hearing held on Monday, <br />54 February 11, 2008. The Arden Hills City Council did not approve the extension of the <br />55 reconstruction project to Glenhill Road. However, they did support a joint storm sewer project <br />56 which would include the construction of rain gardens along the edge of the road in Arden <br />57 Hills. <br />58 We will be contacting the residents that have lots that straddle the City boundary to determine <br />59 a logical terminus for the reconstruction project in relationship with their property. <br />60 <br />61 INTER-CITY COORDINATION CONCERNS <br />62 Roseville's City Attorney has advised staff that Roseville cannot construct any improvements <br />63 north of the Roseville city boundary without executing an agreement with the City of Arden <br />64 Hills that defines the improvements and how they will be funded. The attorney has also <br />65 advised staff that properties located within Arden Hills cannot be assessed without agreement <br />66 from Arden Hills City Council. As a result, we are working on an agreement which will be <br />67 brought to the City Council for approval at the same time as the bids are awarded for this <br />68 contract. This agreement will address the different inter-city coordination concerns that exist <br />69 in this neighborhood. <br />70 <br />71 City Limits <br />72 This project is unique in that the city border between Roseville and Arden Hills runs mid- <br />73 block through Asbury Street and Ridgewood Road. There are five parcels divided by the <br />74 City limits, each of which have two separate tax Parcel Identification numbers (PIDs , <br />75 one in Arden Hills,, the other in Roseville. Property taxes for these parcels are paid to the <br />76 respective City in which that portion of the lot is located. These taxes are based on the <br />77 size of the lot. <br />78 <br />79 Assessments <br />80 The City of Roseville and the City of Arden Hills have different funding mechanisms and <br />81 assessment policies for their Pavement Management Programs. We have used the <br />82 Ramsey County tax records to develop an equitable way to apply these policies according <br />83 to contributing tax base. In order to better understand the differences between the two <br />84 policies here is a brief summary of each City's policy.- <br />85 <br />86 City of Roseville <br />87 Roseville's Pavement Management Program is paid for through two funding sources; the <br />88 City's Street Infrastructure fund and Assessments. When the program was first approved <br />89 by the Council in 1985, they increased the ad valorum property taxes to build up a street <br />90 infrastructure fund to pay for the City's portion of PMP projects. <br />
