2 I'll, <br />on August 21 and it was recommended for submittal to the City Council. <br />2 1 <br />22 The Parks and Recreation Commission and Public Works Environment and Transportation <br />23 Commission reviewed the draft in August, and recommend it for City Council approval. <br />24 <br />25 The following are recommendations from the plan that are intended to provide the City direction in <br />26 the development of an appropriate and well-guided pathway network for the community's <br />27 transportation and recreational needs. <br />28 <br />29 A) Formally adopt by reference the Roseville Pathway Master Plan as part of the City of Roseville's <br />30 Comprehensive Plan to guide the City in all pathway-related issues. <br />3 1 <br />32 B) Support the effort to maintain the City's growing system of pathways through proper funding of <br />33 equipment, personnel or contracted services. By committing to pathway operations and <br />34 maintenance,, the City is assuring that Roseville will have a well-maintained transportation and <br />35 recreation pathway network for now and into the future. <br />3( "'`i <br />37 C) Support and promote the development of pathway facilities in Roseville through the construction <br />38 of new facilities throughout the City. Recommend a funding program to implement the <br />39 development of pathway facilities described in this document. Pathway facilities not only <br />40 provide a health benefit for users, they also can reduce congestion and reduce green house gas <br />4 1 emissions. <br />42 <br />43 D) Development and redevelopment projects shall conform to the Pathway Master Plan goals and <br />44 policies. Plans shall be reviewed as a part of the design review process to ensure that <br />45 development and transportation ( ) work well together. <br />4( "`i <br />47 E) Review and update the Pathway Master Plan at least every five years to ensure that the plan <br />48 remains consistent with the community's goals and needs. <br />49 POLICY OBJECTIVE <br />5o The purpose of the Pathway Master Plan is to provide a set of guidelines for use in the <br />'i development of a pathway network for our community. These guidelines provide policies and <br />52 standards for the planning, design, construction, maintenance, promotion and regulation of the <br />53 community's pathway facilities. The recommendations provided in this plan focus not only on <br />�` 4 the physical facilities, but also on education and enforcement as important components of a <br />55 general program to promote safe pathway use. <br />56 FINANCIAL IMPACTS <br />�` 7 The master plan will serve as a planning tool to guide the City Council and staff on pathway <br />58 issues.
