• Sweeping: Sweep three times annually, spring, summer and fall, or when safety is of concern. <br />• Sealing/ Patching: Fill cracks or holes as they occur. <br />On-Road pathways located on County Roads are maintained by Ramsey County. <br />Trail Management Program <br />Since 1999 the Public Works Department has had the responsibility to implement a long term <br />reconstruction and major maintenance program. The Trails Management Program TMP is modeled <br />after the Pavement Management Pro ram and consists of: Inspection/Evaluation, Maintenance, <br />Sequential Planning and Financial Planning. The TMP utilizes state of the art pavement tools to <br />help identify and prioritize pathway maintenance and rehabilitation. All of the pathways are broken <br />down into segments that are surveyed approximately every 5 years and actual pavement distresses are <br />measured and entered into a computer database. The measured distresses are used to determine the <br />pavement condition index (FOCI). The FOCI is a numerical rating between 100, a new pavement, and <br />0, a completely failed pavement. This methodology was originally developed by h e US Army Corps <br />of Engineers and later revised by the Minnesota Local Road Research Board. It has become a <br />standard method to evaluate pavement condition. A computer program that utilizes pavement <br />research findings to predict the degradation of pavement with time then analyzes the pathway data. <br />The rate of degradation has been calibrated to match our actual experience. In addition, the program <br />allows us to model different maintenance strategies to gauge their impact on the overall system and <br />budget. The program is quite flexible and allows us complete discretion in choosing the most <br />appropriate maintenance technique. <br />The overall FOCI of pathways in Roseville is reasonably good, 75 for bituminous and 8,5 for concrete. <br />This has held steady since 1999 when the TMP was implemented. <br />City of Roseville Pathway Master Plan <br />Final Review Draft August 2008 , Page 14 of 39 <br />
